Barack and Michelle Obama, two of the most impactful leaders our country has seen, deserve our respect and gratitude, not overtly racist videos from a manchild dictator. It’s no coincidence he’s making these attacks during Black History Month, and we cannot normalize this. Shame on Donald Trump.

Dr. J brought it last night. This is why I'm so excited about @julianastratton.bsky.social. We desperately need more Senators with a backbone and a fighting spirit. Joyful warriors. Not people who are trying to work together and find common ground with fascist thugs.

We had a Dem in the House who voted to sustain the Republican governor's vetoes once upon a time. Barack Obama literally shamed him in front of the whole legislature, and then our entire party apparatus mobilized and spent millions to beat him in a primary. Taking away the voter file is pretty mild.

State lawmaker called out by President Obama during Springfield speech
A day after President Barack Obama called out state Rep. Ken Dunkin, D-Chicago, during his address to the Illinois Legislature, the lawmaker talked about his moment in the spotlight.

Love @theassemblync.bsky.social and this is a great piece, but it's a bogus headline. This isn't a purity test. If you repeatedly vote with Republicans to override your Governor's veto, then you know what, you don't get the party's organizing toolkit for free. It's a privilege, not an entitlement.

Another reason I'm proud to support @julianastratton.bsky.social for Senate. "Abolish ICE" — along with "Ban X" and "Remove Trump from office immediately" — should be a basic, litmus-test position for any Democrat running for federal office

Couple more legislative measures here: • extending some expiring legislative provisions; • raising the income thresholds for low-income senior tax freezes so they don't get kicked off when Social Security goes up; • using some race-neutral language to protect scholarships from anti-DEI purges.

Really can't overstate how much of a BFD this is. It was very touch-and-go this week. But this is a generational investment that's going to transform mass transit in the whole region. Delgado, Buckner, and many others have poured hundreds of hours in. And advocates have been absolutely tireless.

Delgado closing. "Transit isn't just tracks and trains and buses, it's people." And it passes! On to the Senate!

Leader Buckner, who's co-led this effort with Leader Delgado, is recognized as the final speaker. "This isn't just a transportation bill, this is a transformation bill." We've legislated separately on structure, then on funding, then on governance. This time we're fixing all three.

A funny moment in the run-up to the bill: Leader Delgado had to do some procedural business before calling the bill. She began her speech twice — "today we stand at a turning point" — and was interrupted for the adoption of amendments. Now she's off and running. "Today we stand at a turning point."

The bill doesn’t pass. (After this photo was taken Rep Manley voted yes, bringing the total to 56. 60 votes are needed for passage.) Illinois is the headquarters of two of the largest insurers in the nation, Allstate and State Farm. The lobby has always been successful at resisting regulation.

One I care about a lot is a weird tax thing called GILTI. I fought really hard to get this in this year's budget. It taxes big multinational corps that stash assets overseas. But the Trump bill changed the name from GILTI to NCTI. If we don't change the name in our law, we'll lose $100s of millions

Evans bill passed. Now this one is important. Leader Tarver doing something we call "decoupling." Basically the terrible federal budget bill screwed things up for states in lots of ways, and unless we make some affirmative changes, it'll screw up Illinois's budget too.

This isn't a perfect bill. I would have loved a more progressive revenue package to fund all this. But the cost of doing nothing is staggering. And the benefit of these investments will be generational. Put on a pot of coffee and follow along — I'll let you know when we get it done!

Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
There's new money going to infrastructure as well: 45¢ toll increases for tollway improvements, and up to $200m a year in transit capital. This is how we'll build out new service and get into transit deserts across Chicagoland.

Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
On the sales tax piece: I don't love the sales tax. It's regressive. But for context, if a person spends $1000 per month on non-grocery consumer purchases — which is a lot! — this new tax would cost them $2.50/mo. And the value of better transit to lower-income folks is substantial.
141
Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
On the road construction piece: this fund has literally billions of dollars just sitting there. There's so much money coming in that IDOT can't get it out the door fast enough. Road repairs will still keep happening at very significant levels.
100
Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
Then, funding. We're going to take about $800 million in taxes people already pay on gasoline and direct that money to transit operations instead of road construction. And we're going to add a 0.25% sales tax in the six-county region for another $500 million or so.

Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
It starts with reform. We're dissolving the RTA, which couldn't even figure out how to get one fare card to work for CTA and Metra, and creating a new integrated system called NITA. New governance, new accountability standards, fare integration, coordinated scheduling, safety ambassadors, +much more
130
Will Guzzardi (IL-39) @willguzzardi.com · 31/10/2025
The state needs to provide a major cash infusion. But we don't want to spend a bunch of money on the same old CTA service. We want more frequent, more reliable, safer, cleaner, better service! So we need to not just close the ~$750 million budget deficit, but provide more money for transformation.
