Delgado closing. "Transit isn't just tracks and trains and buses, it's people." And it passes! On to the Senate!

Picture of Leader Guzzardi with bewildered eyes. He has a piece of half eaten candy corn in his teeth. Tie offset.

Sorry transit fans, you'll have to wait a little longer. Speaker Welch is presenting our response to Operation Midway Blitz. The bill will protect people from immigration actions at sensitive places like hospitals, daycares, & courthouses. And it will allow agents to be sued if they break the law

The bill doesn’t pass. (After this photo was taken Rep Manley voted yes, bringing the total to 56. 60 votes are needed for passage.) Illinois is the headquarters of two of the largest insurers in the nation, Allstate and State Farm. The lobby has always been successful at resisting regulation.

Tarver bill passes. Rep LaPointe up now on a bill to increase insurance reimbursements for mental health. Major improvement in access to therapy for folks who can’t pay out of pocket. Passes with bipartisan support, to some applause.
A photo of the vote count on the bill. 86-19-1. 60 votes required for passage.

So of course this all starts with COVID. CTA ridership fell off dramatically during the pandemic, which cost the system billions. The federal government stepped in with relief funds to keep the systems running. Ridership recovered steadily, but never to pre-pandemic levels.
