William Landgren has a great video somewhere on his Patreon where he basically just stock beach footage of waves, and just used that as a displacement map with adaptive subdivision and it actually worked super well

Flow was made entirely with Blender and rendered in real time with EEVEE. We didn't use a renderfarm. The final render was done on my PC. There was no compositing, all the colors were tweaked and adjusted using shaders.
