Currently people in states that use HealthCare.Gov (+ some other states) who earn < 150% FPL can apply for a year-round Special Enrollment Period (SEP) to sign up for coverage. Nearly half of all ACA enrollees in HC.Gov states earned < 150% FPL this year. This SEP is eliminated as of midnight.
