The company my scribe works for has such a safety policy. They are literally given a 'red card' to keep on them and are encouraged to brandish it to stop operations if they think something unsafe is being done. It's absolutely egalitarian - a newbie can technically stop a site manager if need be.

In a concrete school playground in a Leeds winter I learned who the bullies were and that it was better to have friends - even ones who were a bit annoying, or not always there bc of medical conditions - than to face the said bullies alone.
