to pass through a municipal budget. Because of tariffs, construction costs are insane right now. Tearing down and rebuilding would be really difficult to pass, even with constituent support. Private stalls take a lot more space. It's for sure a difficult civil engineering problem. 2/2

That's a reasonable point. But budget priorities are inherently determined by compromise. And money never "appears". It's either taken from somewhere else or comes from higher taxes. My point still stands that modifying existing structures is a reasonable accommodation and much more likely 1/2
