The complaint asserted that a controversy existed affect- ing the rights of the parties under the agreement; that on December 2, 1947, the respondent sent to the petitioner a written notice [R. 3-4] suspending his employment and payment of compensation under the contract of employ- ment because at a hearing before a committee of the House of Representatives, petitioner had refused to answer cer- tain questions put to the petitioner by such committee.
