I agree that structural vulnerabilities need to be reduced where possible. I also agree that Europe should spend more on these issues. But lets not pretend everything can be achieved tomorrow.

The chip value-chain is too interdependent and to complex to replicate in a single country. Plus there are huge capex for these fabs, they take forever to build, and knowledge resides in a very small talent pool, competition among countries is very high and its not clear where demand would come from

So you are suggesting Europe should strive to be both indispensable and self-sufficient? I agree this would be in principle a desirable outcome from Europe's perspective, but not an achievable one. No single country on earth is self-sufficient in its chip supply.

Opportunity costs are high. There is only so much state capacity, fiscal space and political capital available. Rather than trying to do everything and fail, focus on high-success rate high-impact investments. E.g. doubling down on photonics, not trying to build a leading-edge fab.
