My solution to the Democrats' (and GOP) primary map is as follows:
1) Six rounds of rotating state sets every year.
2) Two weeks on, one off, 2 on 1 off, 2 on
3) States selected to represent cross-section of the public, but with adjacent states for campaigning purposes.
