most of the time, victims want the execution because prosecutors have told them this is will "close the book" on the case. that's just a lie. victims who don't want the death penalty are just ignored.

They can't have them too far out in the country. They need to be near major data thoroughfares, not to mention energy and cooling resources, which means close-ish to existing population centers, even in rural areas.
