A stop in the current alignment proposed by Alto, a 25-30 minute drive from Kingston, would likely not have enough ridership to justify the cost and time penalty of stopping as well as just enough to hamper ridership on existing VIA services, putting its future in jeopardy.

Building a new route that bypasses the majority of the population between Ottawa and Toronto would be foolish. Any Kingston alignment considered should be well-situated to connect with the current VIA Rail corridor services so that the maximum possible benefits can be realised.

Nevertheless, the private sector will always be happy to take public money (with a very high risk-premium attached), but ultimately it ends up being the public that has to both eat the premium and the cost of maintaining service when the model fails. 4/4

Only government has the ability to properly forecast and control for transportation demand on such long horizons as is needed for large-scale infrastructure projects, therefore only government can reliably take on those risks. 3/4

The assignment of revenue risk to the private sector is one of the primary concerns that we have raised with the Alto high-speed rail project. Any private operator has zero influence over how many people will be living in say, Laval by 2050— something that directly corresponds to ridership. 2/4

We agree that it is rather cost-prohibitive and we would like it to come down. However it is the same price charged since at least 2014 making it somewhat cheaper in real terms. Unfortunately, being cash-starved by the government, VIA does what it can to maximize its revenues.

Initial services are limited to select trains on the Quebec City-Ottawa corridor, but we hope to see this expanded quickly so we can properly celebrate this win for passengers. Bringing bikes back on board re-opens so many opportunities for passengers to reach and explore their destinations.

Some people would take the train in preference to a bus even on a clear day, because it wouldn’t be delayed in heavy traffic, but it’s also about not having a “single point of failure” as we also saw with fires blocking the highway to Port Alberni one year and then the railway line the next.

That would depend on the eventual service design—there would have to be four or more trips per day to make the service useful and investment worthwhile, but it could even be frequent “super-tram” type service. Good bus service is also necessary, with bike spaces on both.

Also, a long trail without bike-friendly public transport to access it along the route—and provide bug-out options if the weather changes—excludes a lot of recreational cyclists who aren’t members of the hard-core Lycra-wearing set.
