Successive Anti-Money Laundering Directives have sought to strengthen beneficial ownership transparency, yet each has run into significant obstacles. Transparency remains an ongoing struggle, even though it is indispensable to exposing corruption, money laundering and predicate offences.

Having advocated for years for public access to beneficial ownership information, we find this ruling deeply disappointing. It risks opening up a hidden-ownership loophole, since minority shareholdings can be combined to amount to real ownership or control.
