And just like with transgender care, I can tell you from my own experience that the exchanges system is relied on for good reason. Not everything needs to be double-blind RCT’d to be justified. But look at this picture and tell me you don’t see the parallels and dangers:

And even further: There isn’t a universal consensus on the exchanges system. Some prefer the plate-by-plate method. Some prefer the rule of threes. And there isn’t really any evidence base to say that the main system, the exchanges system, is actually the best, other than expert consensus.
