OC Transpo is hopeful of starting Pre-Trial Running on the O-Train East Extension in early October. Based on information shared today at the transit committee.we can extrapolate that the likely earliest possible opening would be around mid-November. No opening date has been confirmed yet.

The purpose of this memo is to provide the Mayor and Members of Council with an update on the City of Ottawa’s Transportation and Mobility Strategy and Action Plan.
The City has created a plan to enhance transit, the road network and parking capacity in the coming months. This is to prepare for an expected increase in traffic this fall, as federal employees assume an increased in-office presence, and classes resume at all levels throughout the region. This plan is designed to make traffic flow better for all our residents.
The action plan will be presented to Ottawa City Council for consideration on July 15. This report is available on Engage Ottawa in advance of the July 10 Council agenda publication deadline, to provide Members of Council with as much time as possible to review the report’s contents and staff’s recommendations ahead of consideration by Council.
An increase in commuting across the National Capital Region is expected to begin following September 1st. Staff have conducted a network review, coordinated with key partners, and identified 48 potential mobility measures to maintain a reliable and efficient transportation network for residents. The plan establishes a framework for ongoing implementation, monitoring, and adjustments as demand increases.
We have also been working with external partners on their own projects. This includes ongoing discussions with the Ministry of Transportation of Ontario, to ensure the ongoing work on Highway 417 is completed before the fall.
To manage anticipated pressures, the City is planning coordinated measures to maintain mobility, support network performance, and ensure access to key destinations. While tools exist to address congestion, a proactive approach—identifying pressure points and implementing targeted measures—is key to minimizing impacts.
The report includes the City’s plan, which focuses on five priority areas:•
Transit Enhancements: Implement Express routes serving key locations and employment nodes and improve reliability and capacity while encouraging alternative modes such as cycling, shuttles, and Park & Ride.
•
Traffic Management and Construction Coordination: Optimize traffic flow through signal timing, monitoring, incident response, enforcement, and coordinated construction activities
•
Parking Measures: Expand and optimize parking, including Park & Ride options, to improve transit access and reduce congestion
•
Active Transportation: Promote walking and cycling through improved access, connectivity, and awareness
•
Communications and Public Information: Provide timely, clear travel information to support trip planning and system navigation
This work is being advanced in collaboration with the federal government, as federal public service employees attend workplaces across the city more frequently. While the origin of this action plan is driven by federal on-site presence mandates, the results are intended to provide more mobility options and to benefit the movement of all residents and commuters throughout the city.
The report includes a strong commitment to communications and public information to support residents, major employers and businesses as implementation progresses. In keeping with this commitment, staff have developed an Engage Ottawa page, which will serve as a central location for ongoing updates, information and communications materials. Staff have also developed fact sheets to provide Members of Council with background information and key messages to support conversations with residents.
To support Council’s review of the report in advance of the City Council meeting of July 15, staff have scheduled briefings for Members of Council on July 9 to answer questions and provide additional context. Staff will be presenting the plan at Council next week.

Well, now we know where the money for those runtime changes is coming from. Of course, nobody has any idea whether the cut trips are busy (hint: they are), nor did anyone bother to compile an easily searched list of cancelled trips. Check your schedule for a surprise! Tradeoffs by opacity.

With oil prices rising, it's such a good thing City Council funded so many initiatives out of fuel price savings rather than general revenues. What could go wrong with that plan?
A City Council motion that says: WHEREAS staff are recommending a downward revision to the Draft 2026 Operating and Capital diesel budget price from $1.16/L to $1.10/L;

THEREFORE BE IT RESOLVED THAT:

That fares for riders ages 18 and under shall be free on Saturdays, Sundays, and public holidays, effective July 1, 2026;
That staff be directed to explore the technical feasibility to implement free fares after 5:00pm to riders ages 18 and under, effective July 1, 2026;
That the user fee table be amended to provide that seniors aged 65+ using Para Transpo be provided a credit each month of four standard urban fares (in 2026, $3.28), for up to four urban trips at no charge or for trips to or from the rural area at a reduced cost (in 2026, $7.72). The credits would expire at the end of each month and would not carry over into subsequent months;
Transfer time for weekdays between 3:00 p.m. – 6:00 p.m. shall be extended to 105 minutes. This measure would be temporary until the launch of LRT Stage 2 West to Algonquin Station and Moodie Station, expected in 2027; and
A chart that shows WTI crude prices rising by 50% since the beginning of the month

According to OCT's slides from September, the earliest date for revenue service is mid-April ... but trial running is, I've heard, delayed until at least the next booking (for operators) at the end of April, so June opening at the earliest. Take all news (including mine) with a grain of salt.
