Italy’s story is a warning. In the 1990s, Finmeccanica, a powerful instrument of technological development was transformed through privatisation and militarisation into Leonardo, a military contractor. Many of the benefits of a diverse civilian manufacturing sector were lost.

But this militarisation of industry won't solve the crisis in civilian manufacturing. Shifting public resources towards military procurement risks further weakening civilian industry — leaving Europe more dependent on foreign markets and technology, with lower living standards.

Germany and Italy have both recorded falling industrial output every year since 2023. One proposed solution is to redirect spare civilian industrial capacity towards military production — in Germany, France and Italy, legacy automotive sites are already being repurposed.

European military spending is already surging. Between 2021 and 2024, spending on military equipment procurement doubled among EU member states. At the same time, civilian manufacturing is struggling under US tariffs and growing competition from China.

The MoD's 2029/30 financial year budget is already 47% higher than the reference 2023/24 financial year and about 27% higher in real terms. Much of this growth is driven by unnecessary spending.

If proportional cuts are used to fund £4.7bn of unbudgeted funding unaddressed in the Plan, then these job losses could more than double. This would see the Energy dept losing more than £3.9bn in capital investment by the 2029/30 financial year, Transport £2.4bn and Health £1bn.
