Any attempts to rewire the UK state through devolution will founder and fail if public servants can't share what they've been working on and how. @jenitennison.com and I called for a loud renunciation of the ban in our @futuregovforum.bsky.social piece yesterday

Last night really brought that into sharp relief. The power of public servants simply sharing what they've been doing and the lessons they've learned, working in the open. It's felt like a struggle to do that at UK level recently; it felt easy and inspiring in Cardiff last night

Here are 3 ways the current system screws Wales. If politicians are not talking about these issues, they are not serious about fixing Wales' problems. The challenges Wales faces are not because of immigrants, they are because the system of funding we have is set up so that we can’t fail to fail.

From Plaid’s "test and learn" plans to Labour’s new Minister for Digital, there are sparks of hope—but the "holistic" side of digital (culture, delivery models, agile) still feels like it’s in the back seat.

Transform Wales @transform.wales · 01/05/2026
But we’re worried about state capacity. You can’t transform a modern state while cutting the civil service and freezing pay for the very digital specialists we need to recruit. Transformation requires people, not just platforms.

Transform Wales @transform.wales · 01/05/2026
We’re also seeing big promises on transparency and data portals. Our report calls for "working in the open," but this data must be used to fundamentally redesign services around user needs — focusing on outcomes for the public rather than just monitoring outputs.

There's a great consensus on procurement! Almost all parties want to use gov spending to support local Welsh SMEs. This is a huge win for a sovereign tech economy.

We're seeing a lot of "AI hype." While AI is a tool, it's not a silver bullet. If you bolt it onto a broken, manual process, you just get an expensive, broken process. We need to focus on the unsexy stuff—identity, payments, and shared data.

Transform Wales @transform.wales · 01/05/2026
The big question: Who is actually ready to fix the "digital plumbing" of the Welsh state, and who is just offering more "digital wallpaper"? Our report argues for funding persistent teams over projects and building shared infrastructure. Let's see how the parties stack up.

O gynlluniau “profi a dysgu” Plaid Cymru i Weinidog Digidol newydd Llafur Cymru, mae arwyddion o obaith — ond mae ochr ehangach ddigidol (diwylliant, modelau cyflawni, ffyrdd ystwyth o weithio) yn dal i ymddangos yn eilradd.

Ond rydym yn poeni am allu’r wladwriaeth. Ni ellir trawsnewid gwladwriaeth fodern wrth dorri’r gwasanaeth sifil a rhewi cyflog y gweithwyr digidol arbenigol sydd eu hangen arnom i’w recriwtio. Mae trawsnewid angen pobl, nid platfformau yn unig.

Rydym hefyd yn gweld addewidion mawr ar dryloywder a phyrth data. Mae ein hadroddiad yn galw am “weithio yn agored”, ond rhaid defnyddio’r data hwn i ailgynllunio gwasanaethau o amgylch anghenion defnyddwyr — gan ganolbwyntio ar ganlyniadau i’r cyhoedd, nid dim ond monitro allbynnau.
