Would something like this help? For users, they see a rope, but in government, a service is comprised of many different threads which may be visible to different extents.

Anakin Padme 4 Panel Meme.
Anakin begins by saying “We’re going to measure the success of our service”
Padme happily responds “You’ll measure effectiveness, right? Not satisfaction?”
Anakin stares back blankly.
Padme replies looking concerned “Oh god, you're going to use those smiley faces aren’t you…”

Text from the book ”Signals Mixed” by Richard Shotton: You quickly progress through the field toward the opposing goal. Right outside the penalty area, you are facing an important decision. You can maneuver your way around the remaining two defenders and try to score yourself-say that you'll have a 40 percent probability of success. Or you can pass the ball to your teammate Paul Pogba, who has an open position fifteen yards out—say that you believe he'll have a 60 percent probability of success.
What would you do? From the team's perspective, the latter option is clearly preferable, as it's more likely to score a goal. Why would Sánchez hesitate to pass the ball to Pogba, though? If all incentives were based on the team's success, it would be an easy choice. However, this is not the case.
Sánchez, the highest earner at Manchester United at the time, had a bonus clause in his contract that would earn him an additional £75,000 for every goal and £20,000 for ev

Nice.
Actor John Thomson wearing an orange wig and smoking a cigarette in a jazz club, saying the word “Nice”. An infamous short sketch from The Fast Show.
