If no sea turtle has ever been recorded as nesting on a California beach, it suggests that they are not completely unable to reproduce if they can't return to the beach where they hatched. Although natal beach inaccessibility is presumably still a huge handicap to population survival.

*"fish laundering" is informal shorthand for obscuring the origin, volume and potential illegality of the catch, or generally confusing the supply chain to avoid scrutiny.

Background: Transhipment on the high seas is generally banned for tuna vessels on the WCPFC Record of Fishing Vessels, to reduce risk of "fish laundering"* But there is a loophole for tuna longliners whose flag states state that it would be "impracticable" for them to tranship in nearby ports.

Using large-scale oceanic fisheries revenue to directly subsidise the management of small-scale fisheries: Tuvalu’s Community VDS www.spc.int/digitallibra...
Master fisher Lota Resture and Captain Sakalia with their catch.
Coastal fisheries management programmes within fisheries agencies are also inadequately resourced compared with oceanic tuna fisheries programmes.
Tuvalu, as a party to the Nauru Agreement (PNA), has a steady revenue stream from tuna management, generated through the sale of allocated fishing days to foreign fishing vessels operating within its exclusive economic zones, known as the vessel day scheme (VDS).
The Tuvalu government recognised this as a sustainable funding source for directly supporting community initiatives and agreed to allocate a portion of these funds to Kaupules1 (island councils) for community use

It helps a great deal, Francisco. This is exactly the kind of example we've been needing in order to help move things forward. It's long overdue for the high seas to host their fair share of large MPAs, and stop leaving it to small island developing states and territories to shoulder the burden.
