The rest of the week is looking fairly dry with sunny intervals. The temperature will cool down, feeling as low as 6C on Wednesday morning. - The full Met Office forecast for Edinburgh is here. 🌅 **Sunrise** : 7.24am. **Sunset** : 6.37pm. 🎨 Plans have been lodged for the '**_partial selective demolition_** ' of some buildings at the **Summerhall** arts centre. Developer AMA (New Town) Limited has not stated which buildings it plans to knock down, but wants to redevelop part of the site into a hotel and student flats. - Its Pre-Application Notice is online here, and seeks permission for: "_Partial selective demolition of existing buildings and redevelopment of the site for mixed use development comprising an arts centre cultural, community and venue spaces, commercial leisure and food/drink, small retail; commercial business space for employment/office space; hotel/leisure visitor accommodation and venue spaces; residential accommodation in a blend of co-Living, student and apartments (sui generis); associated amenity space, landscaping, infrastructure and ancillary works._ " * The developer, AMA (New Town) Limited, is holding a first drop-in pre-application public **consultation** event on Wednesday between 3pm and 7:30pm at Summerhall, where it says it will '_provide information on the proposed development and the opportunity to provide feedback_.' - There's a website for the consultation here. * Summerhall is home to more than 100 artists and businesses. Perhaps coincidentally, **Summerhall Arts** has issued a press release highlighting its festival successes and '_year-round support helping artists build the work that drives Scotland’s cultural life_ '. Within it, Sam Gough, Chief Executive of Summerhall Arts, said: "_Protecting year-round cultural infrastructure and the spaces where artists can take risks is vital. Its publisher _Radge Media CIC_ announced yesterday it had struck a deal with Scottish arts charity Outer Spaces. Rosamund West, editor-in-chief of Radge Media CIC, said: "_The last month has been incredibly challenging, but the outpouring of support from contributors and collaborators reaffirmed the importance of a space for local, independent, cultural journalism. We’re excited to become part of the Outer Spaces family, and to have this opportunity to continue our work within an organisation whose values align so closely with our own_."- More details here. Rain tomorrow morning. - The full Met Office forecast for Edinburgh is here. 🌅 **Sunrise** : 7.12am. **Sunset** : 6.53pm. 🎓 Lecturers and other **University of Edinburgh** staff were joined by students on the picket line yesterday as they began five weeks of strike action. - Some were interviewed in this report by Jack Davies & Lucy McCulloch in the Evening News. There are more interviews with staff and students in Cameron Buttle's report for BBC Scotland News. ⮑ "_The very last thing staff want to be doing at the start of term is standing on a picket line_ ," said Cecile Menard, University College Union Edinburgh branch co-president. "_Senior management can stop this strike today by acting on what our members are asking for: prioritise cuts to non-staff budgets and stop the redundancies that are decimating our university, while leaving those who remain with an unmanageable workload and exhaustion_ ". ⮑ University principal **Peter Mathieson** appeared on BBC Radio Scotland's breakfast show yesterday morning. He accused the union of '_**weaponising** '_ students and insisted: "_We are reducing the number of courses but we are not stopping subjects or closing things down. We're taking steps that we believe are in the best interests of the university right now but also into the future_." ⮑ Asked about students' education being disrupted by strikes, Mathieson said: "_I have enormous sympathy with our students and**it really irritates me that these students have been weaponised** by UCU. And UCU know they are targeting students. Of course they say they think that students are on their side because, you know, I was student once, we were all anti-establishment, of course you're going to blame the establishment. But the fact is that the situation in the university is not sustainable. We have to do something about it, otherwise future generations of students, whether Scottish or English or international, won't benefit if the university's not in a financially resilient and sustainable state_. _The students mustn't be punished being caught in the crossfire of a battle that is not of their making. That applies to their education, their expenditure and their visas. We are doing everything we can to protect them from the impact of UCU's actions_." ⮑ Asked whether the university was '_**getting richer and richer**_ ', he responded: "_No, we're not. We're surviving but we're not able to invest in the future in the way that we need. We're getting-by because we're cost cutting. The government is not going to come to our rescue, therefore the future is in our own hands_." ⮑ Asked if **2,000 members of staff could lose their jobs** , he said: "_We've never published a figure for the number of jobs. We've already reduced our staff base using voluntary severance by 500 posts. We need to reduce further. Our commitment is to try to avoid compulsory redundancies and to always give anybody who's at risk of a redundancy a voluntary option. UCU know that. They say we need to return to the negotiating table but I met with them last Monday. Rain on Tuesday evening and Wednesday morning. Sunnier on Thursday ahead of a mixed weekend. A temperature high of **20C** on Tuesday and a low of **8C** on Wednesday night.- The full Met Office forecast for Edinburgh is here. 💰 The council is taking further steps to crack down on **tax-dodging businesses.** Previously-confidential details about firms using '_phoenixing_ ' tactics to avoid paying council business rates (closing down to wipe out debts before reopening under new names) will now be shared with councillors to strengthen enforcement action. Journalism published by this newsletter has been officially recognised in helping to spark the crackdown following July's Princes Street fire. * Local Green councillor Claire Miller tabled a motion at Thursday's council meeting, which was unanimously accepted by all parties. It means councillors will now receive direct briefings on rate-recovery efforts, giving clearer oversight to ensure tax laws are enforced, as well as bringing in Trading Standards and Environmental Health officers if needed. * Miller **thanked investigative journalists** for the naming and shaming of tax-dodging shops, initially led by _London Centric_ (Jim Waterson, Cormac Kehoe, Andrew Naughtie & Rachel Rees) in collaboration with _The Edinburgh Minute._ The investigations are now continued more regularly by Josh Pizzuto-Pomaco at The Herald. We also published a further investigation by Jim Waterson and Polly Smythe into **who was operating the shops** in the former Debenhams store when it burned down in July. * Our exposure of rogue businesses using phoenixing tactics has now helped push city leaders to take further action, as councillor Miller told Thursday's meeting: > "This will enable us to take informed decisions on what further actions are really needed, whether that be a change to enforcement or a follow-up with other agencies to tighten up the whole regime. The 59-year-old was the SPFL's longest-serving coach after 14 years in charge. Michael Marra has been elected Scottish Labour leader with 63% of the vote over Joe Fagan's 37%. Turnout among party members was under 50% for the first time since devolution created this role. Turnout among affiliate members (mostly trade unions) was a staggering 5%. These numbers tell a story.
