AVs likely can evolve faster into better drivers than humans can so evolve. Thus, holding AVs to just the performance standard of human drivers would waste the safety potential of AV tech and lock in sub-optimal status quo. AV regulations should push AVs to perform much better than human drivers.

This means that if enacted in its current form HB4663 would bar NITA--the recipient of Rep. Buckner's letter requesting NITA to take the lead on integrating AVs with transit--from exercising any regulatory authority over AVs. Ditto for the City of Chicago and other Illinois local jurisdictions.

Notably, HB4663: (i) states that AVs "are governed exclusively by this Act;" (ii) makes @illinoisdot.bsky.social "the sole and exclusive State agency that may implement the provisions of this Act;" and (iii) preempts home rule municipalities like Chicago from regulating AVs.

Transportation issues have, indeed, become more differentiated by partisanship. In 2000, the counties with the least transit use voted 39% Democratic vs. 47% for the counties with the most transit use. By 2024, that difference had climbed to 25% vs. 49%! www.thetransportpolitic.com/databook/pol...

This morning while divvying to work downtown, because of an unfortunate accident, DLSD going north was at a standstill for miles. I saw a slew of CTA busses trapped with the masses. Imagine. If we had a dedicated bus lane on DLSD?
