Ok. I would say that some economists at the time would have argued that it was sleight of hand ‘robbing Peter to pay Paul’ shenanigans that could not meet the government’s stated aims. Investing in the water system would have had a positive impact alongside the cost: privatisation was pure debt.

I agree I remember the infrastructure being foregrounded but not that it would improve the water quality or that it needed improving. Personally I think that we should charge anyone involved with fraud and treason. I can dream.

I don’t think it’s a terrible idea. Perhaps focussed on holiday areas and times. Would resent paying extra to spend a November night in Luton. Should pay me for that. The places I holiday in the U.K., I’d happily pay something direct to the town. Had to in Paris.
