Black people make up just 21% of North Carolina’s population, yet they account for nearly 60% of those serving life without parole.
Black people make up about 22% of North Carolina’s population, yet they represent roughly half of the prison population, and an even larger share of people serving the state’s harshest sentences. As punishment severity escalates, so does the racial disparity, peaking under the Violent Habitual Felon law, where more than 80% of those serving the sentence are Black.

In journalism, we use the word “budget” to mean two different things: the stories we have projected to run over the next weeks or months and the amount of money we have to spend on them. As The Assembly Network’s executive editor, I have to consider both at all times.

The analysis looked at counties with the highest per-capita rate of households receiving FEMA aid for housing assistance, an indicator of where Helene hit people the hardest.
Applicant income is self-reported to FEMA. Charts depict the median amount of housing assistance. The hardest-hit counties are the 10 counties with the highest per-capita rates of homeowners receiving housing assistance. The rural counties include Ashe, Avery, Haywood, Henderson, McDowell, Mitchell, Polk, Watauga and Yancey. The chart does not include Buncombe County, which is classified as urban, is the area's most densely populated county, and is home to many regional and local nonprofits that assisted with FEMA applications and appeals.
