Just uploaded the “accepted manuscript” version of my forthcoming World Trade Review article on non-binding international instruments on critical minerals. Hope to provide useful insights for increasingly narrower & softer forms of trade cooperation in other areas. papers.ssrn.com/sol3/papers....

Looking beyond #tariffs in Trump's #trade deals in this @uktpo.org blog (from yours truly): www.uktpo.org/2025/08/01/t... It is imperative that we assess the deals for both tariff and non-tariff elements, with the latter having the ability to create longer-term impacts. Happy to discuss.

Our key takeaways from the UK-US deal announced yesterday. Devil is in the details, as much as both sides would like you to believe it is a “great” deal. With the UK on a damage control mission, this deal reflects what’s to come, what’s on the table, the centrality of supply chain security and more.

“If you want zero tariff, build in America” … From the country that founded the international trade regime as we know it. Wondering who will respond, and how, to this coercion and abuse of power.

@achyuthanil.bsky.social argues that under US law, Trump's #tariffs are probably legal and very hard to challenge. Internationally, the most countries might get from challenging the tariffs would be a symbolic victory. @sussex.ac.uk @thecitp.bsky.social cepr.org/voxeu/column... #EconSky
A yellow traffic sign that says "U.S. Tariffs Ahead" in front of a dark sky.

President Trump accounted tariffs on imports from Canada, Mexico, and China on the basis of a “national emergency” in the form of the “extraordinary threat” posed to the US by “illegal aliens and drugs, including fentanyl”. This column examines the legal justification for the president’s actions and concludes that that (1) under US law, Trump’s tariffs are probably legal and very hard to challenge; and (2) internationally, the most countries might get from challenging the tariffs would be a symbolic victory. Realistically, negotiating with the US might be the only way to achieve practical results.

I think we’re coming full circle with trade and investment agreements. It started out with gunboat diplomacy which evolved into complicated multilateral legal instruments with time. Now, the world seems to be inching ever so closer to that old paradigm with each passing year.
