Many of the Executive Actions from the first two weeks are now stopped in court in some way or form. The administration will slowly comply with the decisions while introducing legislative ideas and concepts to curtail the scope of federal courts through Congress. 2/

Summation. Existing waivers by the Department of State and on humanitarian should allow for the flow of $8.2 billion in undisbursed obligations. However staff reductions and lack of clarity of the scope of the reductions plus being cut off from email has significantly impacted USAID’s capacity 1/

*The bigger the idea sounds the more nothing has actually happened. Big ideas take money and money is allocated by Congress and can’t just be used for other purposes. *An emergency declaration starts a process but whether an emergency exists will ultimately determine what actions are allowable. 3

Why Reconciliation- it avoids the filibuster and it limits amendments that can be offered on the floors of both chambers. It is a mechanism both parties have used to drive big policy changes where issues are bundled. You achieve more of what a party might want. 4/
