Summation. Existing waivers by the Department of State and on humanitarian should allow for the flow of $8.2 billion in undisbursed obligations. However staff reductions and lack of clarity of the scope of the reductions plus being cut off from email has significantly impacted USAID’s capacity 1/

Clarification ~ Trump is not ending birthright citizenship in the executive order yet to be seen. He is pausing federal agency recognition. This will end up in the courts.
