A food tax cut primarily benefits low income households, who spend a larger share of their income on food. So it's a fairly decent way of reaching those who need help the most. Not perfect, but decent. 5/

On the consumption tax cut itself, the cost of a few wealthy people saving on their grocery bill is negligible. It barely registers against the headline number. And the economic logic runs the other way... 4/

In an ideal world we would channel support to exactly the households who need it the most. But in the real world, targeting is difficult, and costly. Japan has struggled to deliver well calibrated transfers to households before. 2/

With Mainichi reporting Japan's budget requests for next year are set to top ¥130tn, a reminder: this is a nominal figure, and it's perfectly normal for government budgets to grow every year when there's inflation. A big number by itself doesn't mean fiscal is expanding. mainichi.jp/articles/202...

Whether running large surpluses is a good way to manage an economy is debatable. Many economists argue it is problematic, especially for big advanced economies. Some see it as a sign of weak domestic demand. When surpluses get as large as China's, they become a global concern.

Japan ran some of the world's largest current account surpluses for decades. That's why its NIIP topped the rankings for so long. But Germany and China have been running larger surpluses than Japan for years. So it was always just a matter of time before they overtook Japan.

At a basic level, countries that run current account surpluses accumulate claims on the rest of the world. Add those up over time and adjust for changes in asset prices and exchange rates, and you get the net international investment position, or NIIP. Think of it as a country's net external wealth.

Instead, successive administrations, from former PMs Kishida and Ishiba to current PM Takaichi, have passed fiscal packages that haven't kept pace with rising tax receipts. The result has been a sizeable fiscal contraction, and this year's supplementary budget won't change that.

This has been happening since 2022, and with the Middle East conflict pushing up commodity prices, expect more of the same ahead. In this sort of environment, the government would need to ramp up spending substantially just to keep the fiscal stance unchanged.

Japan's tax system is heavily tied to nominal amounts. When inflation pushes up nominal GDP and incomes, tax revenue rises more than proportionally, lifting the effective tax rate. This Nikkei article from earlier this month has more detail. www.nikkei.com/article/DGKK...

An April rate hike was always a long shot. The Middle East conflict continues to scramble the outlook for both growth and inflation, and the impact is only now showing up in the data. Not the conditions under which the BoJ has historically moved.
