My take re: McGurk is that even if you take him at relatively his word re: Biden et al privately attempting to restrain Israel (which is to an extent likely true) the obvious takeaway is that it did not work and whatever future admin is in place will need to much more seriously take public measures.

I think this is overly simplistic. The issue right now is that the vast majority of schools actually literally cannot afford the arms race that has been created. Practically, the cap would affect a small fraction of the NCAA teams. That said, I dislike the cap idea.
