Quests created (blue) started at 1.67, rose steadily to a peak of 8 on June 2, then dropped to 2 on June 3 (partial day, shown as dashed). Quests completed (purple) started higher at 3, dipped to near zero on May 30, peaked at 5 on May 31, and held between 4 and 4.67 through June 3. Completions outpaced creations on May 27 and May 31; the largest gap favoring creations occurred on June 2.

I suppose it's not entirely out of the question but what's there already feels heavy. I've made as much of the details optional as I can. If people feel overwhelmed creating new quests, they will instead just keep it in their heads. That defeats the purpose.
