There was a bug where you could finish this quest early. But they fixed it by putting the flag check on the NPC. My screen looks like this now; it's both red and green

Small pet peeve on UI design. If you're going to stack things visually, at least make it consistent to the control scheme. I know you can fix it by editing the controls, but I shouldn't have to do that by default. Triangle is above Square in the plus layout.
