PCs are better because of the choice, absolutely. Saying it doesn't have some of the same problems console does is wearing blinders. Unless you're only using Itch and GoG and run them on Linux, the same problems exist, they just haven't reared their head.

If you have Steam in online mode, you can't start the game without a license. Files don't mean anything, just like having the file on an external drive wouldn't mean anything on PS5. Is it common? No. Neither is it common on Playstation.

If you want to limit yourself to what you currently have, sure. Go online in the app to get something new, and Steam can yank your licenses. Oh yeah, and don't forget to actually enable offline mode.

For me at least, it varies a lot by the game, and it's not something that I can tell without playing. It can have good graphics and tear me up, it can have bad graphics and I'll be fine.
