I'm split on the matter because I am simultaneously doubtful that most city government are willing to make the kinds of concerted efforts needed for district heating but heat pumps are such a weird gray zone with really inconvenient grid effects.

We want an energy market that really, *really* incentivises grid storage. If consumers stumble into doing that for us with overzealousness on solar (thinking it will provide 24/7 cheap power immediately), I'm still happy with that.

Sure, but charging this thing to full on solar power at noon would cost like two dollars and filling it with nuclear, coal, or gas is a ridiculous proposition. Baseload should not be wasted on charging grid storage.
