They aren't federal payments like that. Taxes go directly from payroll to the government. The state govt cant stop them. Citizens would have to exempt and then pay those fines if they dont pay in April. Those fines are heavy for those who can't afford attorneys.

Its been 20 years and the memo still hasnt been read. Peroxide, alcohol, iodine destroy healing tissue. Theyre for skin prep and other niche issues, not wound healing. Even if infection is suspected, it's still soap (or an actual wound wash) and water plus a topical or oral anti-infective.
