#CHRNCL It is not clear that the problem has a solution. In fact, as more and more of our economic and cultural activities depends on the sharing of data, it is likely that the use of information for personal advantage will increase. Laws to prohibit this have never been very effective.

#SCIX When you go to a McDonald's now and order at the drive-through, you are talking to their new AI ordering system. According to McDonald's, the AI understands a higher percentage of orders than the human employees that it replaced. (They have been assigned to other jobs inside the restaurant.)

#CHRNCL In poker, "insider information" would be knowledge of the other players' cards and would be cheating. But in a prediction market, "insider information" is simply knowledge of the world. A society may decide to keep some information secret, but that is a different sphere of influence.

#SCIX Human language is highly metaphorical. When Model-T Fords began appearing on the roads, a word was needed to describe their power. People chose "horsepower" – because horses were how they got around. But that doesn't mean that a 300 HP engine is the same as a wagon pulled by 300 horses.

#SCIX Some examples. There already exist chemical and radiological treatments for cancer that would work extremely well if there was a way to deliver them to the tumors. Nanobots piloted by a cohort of AI agents could provide a straightforward way of delivering these medications.

#SCIX The two most obvious problems mentioned earlier: accidental damage caused by AI agents - and intentional damage caused by people using AI agents. Until the OpenAI event, no one knew that agents could work together in large "swarms". This fact will now be investigated, extended, and put to use.

#SCIX I'm watching Bernie Sanders speak at a "pro human" event. He doesn't seem to connect AI to computers, and yet you can't have AI without a computer system to run it on. So Bernie needs to explain how we're going to get along without all of the electronics that we use every day.

#SCIX I just heard a media expert say that AI was going to be an issue in the election because of "data centers". But while we need to build more data centers IF we want more AI, current AI works fine with the centers we already have. This is just an example of how even the experts are confused.

#SCIX Two US politicians introduce the "Killswitch Act" - a proposal that would require all AI to have a button to turn it off. You can already turn off any computer program by simply pulling the plug on the computer. So here you have an example of a way to use the hype for political publicity.

#CHRNCL So, someone who works for a government agency and has knowledge that a particular policy is about to be put into place, could use a prediction market to place a bet on a future outcome. This problem occurs in all forms of competition that use information and involve risk.

#CHRNCL The primary problem with prediction markets, identical to a problem in the stock market, is that of "insider information". If, for example, you work for a company and you know that it will be introducing a new product soon, you can buy stock with confidence.

#CHRNCL A very similar situation already exists in what we call the "stock market". When you buy stock, you are placing a bet that its value will rise in the future. People working in the stock market are generally considered to be "analysts" and "experts", not "gamblers".

#SCIX A teenager writes an AI on her phone and transmits it to the computer at her school to tell the school's homework assignment program to shut down. The AI has errors, and these lead it to shut down the entire computer system at the school. The school is on a city-wide network. (And so it goes.)

#POLITX "AI" is not physical; it is algorithmic. An algorithm is mental – an idea - AI is just a set of ideas that have been programmed into a computer. Any sufficiently smart high school student can write an AI. The laws we use to control "things" like explosives and drugs will not work.

#CHRNCL On the other hand, predictions on events such as when will the war end or who will the be nominated for the presidency, can be made by people with varying levels of expertise who believe their information and knowledge give them an advantage. If this is the case, then they are not gambling.

#POLITX It's not that AI is going to become intelligent and try to conquer the world. It's that AI is designed to automate things, and that if an AI makes a mistake, it will continue to make that mistake millions of times. And if that damages the Internet, many sensitive software systems will crash.

#CHRNCL In a prediction market you do not place a bet, with odds – instead you buy either the "yes" or "no" answer to a question, for an amount that varies based on what previous buyers have chosen. If the outcome occurs, you receive the amount, if not, you lose it.

#CHRNCL On the other hand, the courts have ruled that although there is a certain amount of skill in placing bets on a poker hand, the random aspect of the hand outweighs the skill aspect. And therefore betting on poker is considered gambling.

#CHRNCL But some events are only partly gambling. For example, hands dealt in a game of bridge are random, but the bidding and play of the hand is based on the skill of the players. Courts have ruled that the skill aspect outweighs the random aspect, and so playing bridge for money is not gambling.

#CHRNCL Gambling is defined as a process in which winning or losing is determined by luck. For example, if you roll a pair of dice you will get a number from 2 to 12, but the specific number you get will be random. Betting on purely random events is gambling.

#CHRNCL: Prediction Markets AI has enabled a new financial enterprise that allows people to buy "stock" in the likelihood that an event will occur. When the time span of the event ends, the stock expires and the owners either receive cash or lose their stake. The question is: is this gambling?

#CHRNCL This may seem like a set of trivial changes. But think about it. All of the time that you used to spend "on the phone", you now spend doing something else. And so do 3 billion other people. These are not huge changes, but there are a massive number of them ... every day.

#CHRNCL The word "phone" is a misnomer; conjuring up the image of a voice-oriented phone call. But the phone in your pocket can do text, video, images, and data as well as voice. Without much effort you can think of all of the phones in the world as nodes on an extensive global computer network.
