Es reguliert derzeit ca. 40 % der CO2-Emissionen in der EU. Aufgrund regionaler Unterschiede in der Industriestruktur und der räumlichen Konzentration regulierter Industrieanlagen kann das supranationale Instrument jedoch regional unterschiedliche Wirkungen entfalten. (2/5)
