Unsurprisingly, there's not a lot of ways to colonize without harm, and spacefaring sci-fi settings are often unavoidably colonialist. Restricting your space civ to settling only on space stations, habitat megastructures, and enclosed habitats on barren worlds is a workaround,

I like to believe the human race is capable of being expert ecological stewards who could do a lot of good protecting alien ecosystems. But then, if an alien race sought to protect earth from the asteroid that wiped out the dinosaurs, we wouldn't be here. So many that is a kind of harm all its own.

Maybe a future board of ethics would feel differently from me but I can only envision any act with the possibility of harm to an alien ecosystem as an atrocity. Life is a strange and precious thing, and its development on each world which can harbour it I should think ought to be protected.

First: How absolutely certain are you through whatever scans and evidence you produce that there is absolutely not even a single microbe in the thermal vents of the alien sea? If the world truly is perfectly sterile, then can you be certain it will have remained sterile in perpetuity?

So perhaps there are restrictions. Planets which harbour life are strictly off-limits. Assume nobody will ever violate those limits, nor make an emergency landing or crash on such a world, and we look to colonize only worlds in which no evidence of life can be found. But again there are two issues.

Even if said species decided not to bring their own crops, livestock, etc. down and only make use of the planetary biosphere, even with the utmost care in practicing a reverent stewardship of native life, settlers will invariably change it. At the most isolated, microscopic life will still invade.

Such idyllic worlds would, I'd think, be likely to harbour life. Even if not sapient life, even if it's just a form of plants and microbes, the settling of the planet by an alien species would irreversibly disrupt the course of nature and evolution on that planet. Could that ever be appropriate?

So conceptualize a setting in which we are able to find a healthy number of habitable planets: appropriate atmospheric composition and pressure, liquid water, earthlike gravity, healthy magnetosphere, the works. I struggle to find a way that an ethical society could ever approve colonization.
