The main on/off setting at the top controls if applications can ask to use the feature. Just like camera or mic access. And it's on device, meaning nothing is sent anywhere. I think the scummy part of it is that there appear to be some prepopulated apps (Notepad, Xbox, Photos, Snipping Tool)
