This exactly what a quasi-exp design is for. Recruit on the basis of their parents natural decision rather than an RCT (WITH A SUBSTANCE YOU THINK IS TOXIC).
There is no need to get that last bump of validity with a true experiment vs. well controlled quasi. There is no way for this to be ethical.
