They tend to just decide that a person is or isn't their friend and it's very hard to shake them from that first decision. Which can be off-putting, annoying, or charming, depending on the person. Unfortunately, they do take "not liking them" as a challenge whose solution is "keep on bugging them"

Likeable, yes. Tolerable? No. On the one hand, they’re upbeat, endearing, sociable. On the other, they’re utterly obnoxious and if their bit doesn’t work for someone, it ain’t gonna stop any time soon. Seeing someone annoyed might just make them want to be more annoying.
