But right now I think there are 6 candidates in D4 i’d rather have over Clark or Zimmerman or the cop. That is, if you put Clark last on your ballot, but she is going to win regardless, then you adding her to the ballot doesn’t do anything to block the cop but it does look like a signal of support for Clark. 100

With ranked choice voting, you just leave people out that you don’t want to see on the council. There is no “blocking” happening like there is an a more traditional voting scenario  120
