You can more easily imagine that government bureaucrats have been duped by smooth talking salesmen and that conditions wouldn't significantly change if the software were removed. That's not an uncommon thing to happen in software procurement. In fact it's the most likely case.

This has always been one of the major threats posed by mass surveillance because ordinary cops make mistakes frequently, people can be falsely accused by other people, and so on. Adding automation to the mix amplifies the risk of false charges and wrongful arrest.

One of the reasons their deployment by law enforcement is dangerous is because these programs do make critical errors and fuck over innocent people, a bad combo with automation bias. Ignoring this for a narrative that they're getting super-powerful or will be soon is just Bay Area groupthink.
