I haven't followed this closely, but FB/Meta has a long history of a protectionist, "regulate me, daddy" relationship with the government. They know (like OpenAI and Anthropic know) that the more regulations there are, the bigger the moat for new competition.

-Le 9 octobre 2025, le ministre de la Justice a déposé le projet de loi no 1 (PL1), Loi constitutionnelle de 2025 sur le Québec, qu’il souhaite faire adopter au cours de la dernière année de mandat de son gouvernement. 
 
-Le projet de loi n.1 a été élaboré en catimini au cours de l’été, derrière des portes closes, sans qu’il n’ait fait l’objet de consultations publiques préalables ou que l’idée même de doter le Québec d’une constitution n’ait été au cœur d’un quelconque projet électoral présenté à la population lors des élections générales de 2022. 

-L'architecture générale du projet de constitution caquiste concernant le régime de protection des droits et libertés applicable au Québec – entre autres – est telle que de simples améliorations ciblées ne suffiront pas à nous protéger collectivement du net recul qui découlerait de son adoption.-Que la CAQ ait élargi les consultations prévues devant la Commission des Institutions, passant de consultations particulières à consultations générales, est loin de compenser cette offensive législative antidémocratique et autoritariste. 

-Dans ces conditions, la LDL rejette fermement le processus entourant le projet de loi 1, Loi constitutionnelle de 2025 sur le Québec.
