If you wanted to absolutely gut American manufacturing capabilities, you would tax manufacturing inputs to drive up the cost of manufacturing things in the US, while taxing imported finished products at a lower rate, to advantage companies that manufacture overseas.

When I was 12 my house exploded because of a propane gas leak. My single mom suffered a brain injury and became disabled. She couldn't hold a job. I caddied to help support the family. Food stamps helped us keep the fridge from being empty. So grateful for that support we had.

"Efficiency" means better output over costs. That's not the same as simply reducing costs. Say you have a system that's 100 output for 10 cost. Taking it to 110 output for 8 cost -- that's efficiency. Taking it to 20 output for 5 cost is INEFFICIENT cost cutting.
