One of Putin's obsessions is his insistence that Ukraine is not a country and has no agency over peace negotiations. This is, of course, nonsense. Russia recognized Ukraine in the 1994 Budapest memorandum. Russia has suffered well over half a million casualties to Ukrainians defenders.
