What's a tall order? The spelling is already defined. There's countless more substantive things to criticize about the U.S. than spelling differences, especially when they're not distracting from the international alignment on how quotation marks are used in English-language headlines.

Professional editor of what? I'm not sure why you're resorting to insults. I accurately answered your question about their use of single quotations in the headline, and then accurately pointed out that style is also used internationally.

In body text and paragraphs? The broader quote is contained in double quotations, and the quote within the broader quote is contained in single quotations.

Perhaps to the uninitiated it's interesting, but as I said (and as demonstrated by the examples I've posted), single quotations are the style when a word or phrase is quoted in a headline. Double quotations are used in body text/paragraphs.

They’re quoting the specific word used by a bishop, and AP Style for a quoted word or phrase is to use single quotation marks.

They didn’t say “disagrees with a progressive.” Probably a lot of this comes from “both sides same” narratives that purport to be “centrist” are actually just trying to sanewash and boost republicans by saying the left is just as bad.
