When companies take on large contracts like that it would be the normal practice of the government to request proof that the contractor has a performance bond. It seems they jumped a lot of hoops and missed some to get this awarded.

I thought you might be interested in this news piece about a data center in Virginia, where neighbors have to put mattresses and plexiglass up in their windows to block the noise. It's a high-pitched whine from the natural gas turbines that power it. The noise never stops 24/7.
