And unlike web pages with sophisticated layout algorithms and standards where removing an image from a container Automatically recalculates everything to look nice and proper, PDFs just... don't really have any equivalent to my knowledge I think LibreOffice MIGHT be able to save PDF without images?

You can use PDF24 for the PDF -> EPUB step, however I don't know about stripping images. You might have to do that manually with a PDF editor first "Why can't this be automated" because PDF is a horribly messy layered construction of standards and pseudo-standards
