Members of the Hollywood Ten, along with their families, protest before reporting to federal prison for contempt of Congress, June 1950. The group of screenwriters and directors had refused to answer questions from the House Un-American Activities Committee regarding their alleged Communist Party memberships. The political momentum generated by the strike investigations gave HUAC the leverage it needed to demand that Hollywood figures name names. When the Hollywood 10 refused to answer whether they were communists, the studio executives issued the Waldorf Statement in late 1947. This established the Hollywood Blacklist, banning anyone suspected of communist sympathies from working in the film industry. Ironically, the Waldorf Statement targeted “talent” guilds (writers, directors and actors), rather than blue-collar craft workers. However, the CSU’s craft workers had already been locked out by the time it was signed.

While labor unrest was occurring nationwide, Hollywood’s Bloody Friday was the perfect PR weapon, providing big business with a violent visual of “radical labor” to show the public. In response, Congress passed the Taft-Hartley Act in June 1947. Labor leaders condemned the measure as a “slave-labor bill” because it banned secondary boycotts, wildcat strikes and closed shops, while allowing states to enact “right-to-work” laws. President Truman vetoed the bill, but Congress overrode his veto days later.

Studio firefighters blasted the strikers with high-pressure hoses to break up the tight formation. A large force of scabs and IATSE members emerged from the side entrances. A hand-to-hand brawl erupted. About 300 Burbank police officers and L.A. County sheriff’s deputies moved into the fray, using their nightsticks to club CSU picketers. More than 40 people were seriously injured. Hundreds more were choking from the tear gas. Police arrested about 400 strikers, packing them into buses and hauling them off to jail.

The CSU took its case to the public, urging consumers to boycott Hollywood films. Movie production stalled. The CSU and strikers were going broke, and L.A. was hit by a heat wave. Tensions were high. Sorrell decided that the CSU needed to take a stand and chose Warner Bros. Studio as the target. /7

By 7:00 a.m., reinforcements swelled the picket line to more than 1,000 people, marching tightly packed to seal off the gate. A Warner Bros. studio police officer attempted to drive his car through the dense crowd and into the lot. Enraged strikers didn’t step aside. Instead, dozens of men surrounded the vehicle, grabbed the wheel wells and bumpers, and flipped it upside down. Moments later, two IATSE replacement workers attempted to do the same, and their cars were also rolled over. Occupants scrambled out of the broken windows as strikers smashed the windshields with clubs and rocks. The overturned cars blocked the road, turning the street into a battleground.

The federal War Labor Board appointed an arbitrator, who ruled that the CSU was the rightful bargaining agent for the decorators. However, the studio moguls ignored the government ruling and sided with IATSE. They claimed they couldn’t negotiate because it was a dispute between two unions. /5

The National War Labor Board’s mandate was to resolve any labor dispute that might threaten “the effective prosecution of the war.” As WWII dragged on, the federal government interpreted this broadly. Furthermore, the U.S. government viewed the film industry as a critical arm of the war effort. Hollywood was producing military training films, newsreels and propaganda. A strike that shut down major studios threatened to cripple a vital communication machine. Because the NWLB held supreme authority over wartime labor, it appointed a federal arbitrator to settle the dispute. In February 1945, that arbitrator ruled that the CSU was the rightful bargaining agent for the set decorators. The major studio bosses gambled that they could ignore the board’s ruling and stall until the war ended.

When the CSU tried to negotiate a new contract for 77 set decorators in 1943, the movie studios stalled negotiations for nine months. Sensing an opportunity to crush its rival, IATSE swooped in and claimed they held jurisdiction over the decorators, even though they had previously rejected them. /4
Protesters hold signs reading “UNFAIR” representing the painters and decorators union, part of local labor actions tied to studio strikes during the 1940s. In the early days of cinema, set decorators were treated like invisible laborers. By the late 1930s, however, movies had become visually complex, high-budget spectacles. The set decorators felt that their working conditions, compensation and professional respect did not match their contribution to films. When they tried to negotiate a new contract in 1943, they demanded higher wage scales that reflected their professional expertise. They wanted to eliminate the abusive “on-call” system, in which they were routinely forced to work 16- to 18-hour days with no overtime pay. They wanted screen credits and democratic representation outside the IATSE. When the studios stalled negotiations and illegally gave the IATSE jurisdiction, the decorators realized the system was rigged to keep them overworked, underpaid and voiceless.

Herbert Sorrell was the fiery, combative leader of the CSU and the central figure behind Hollywood Bloody Friday. Unlike the leadership of the IATSE, which often cut back-room deals with studio moguls, Sorrell championed a confrontational, democratic, rank-and-file style of trade unionism. /3
Herbert Sorrell, leader of the Conference of Studio Unions. Sorrell fiercely defended the rights of the set decorators, a small group of 77 workers caught in a jurisdictional turf war. When the major studios refused to recognize the CSU’s bargaining rights, Sorrell authorized the March 1945 strike that eventually erupted in a bloody melee at the Warner Bros. gates. Sorrell’s aggressive tactics earned him powerful enemies. Major studio executives and IATSE leaders labeled him a communist agitator. During subsequent House Un-American Activities Committee hearings, he was accused of being a secret member of the Communist Party. Despite Sorrell’s efforts, the combination of studio blacklisting, the mobilization of local law enforcement, and IATSE’s collusion with studio heads broke the back of his union. By the late 1940s, Sorrell was pushed out of Hollywood labor circles. The CSU collapsed, solidifying IATSE’s monopoly over studio craft labor.

The conflict was actually a jurisdictional battle between the Conference of Studio Unions and the International Alliance of Theatrical Stage Employees. In 1937, a group of Hollywood set directors grew tired of being ignored by the massive, conservative, mob-tied IATSE and aligned with the CSU. /2

Bioff, who represented the International Alliance of Theatrical Stage Employees, was tied to the Chicago Outfit. He used the union to extort millions of dollars from Hollywood studio moguls. In 1941, Bioff and IATSE president George Browne were convicted of federal racketeering and extortion. Bioff was sentenced to 10 years in Alcatraz. Bioff’s successor, Roy Brewer, ran IATSE using the same playbook, but with a new twist. When the CSU strike threatened the IATSE-studio monopoly, Brewer pioneered “Red-baiting.” He and Ronald Reagan (then the head of the Screen Actors Guild) framed the labor dispute through a Cold War lens. By aligning with the House Un-American Activities Committee, IATSE leadership gained the ultimate weapon. Anyone who questioned IATSE was labeled a communist and blacklisted from working in Hollywood.

It demonstrated that the fear of communism could be used to silence dissent and neutralize organized labor. By framing a dispute over wages and working conditions as a “Soviet plot,” studio executives wrote the playbook used by the House Un-American Activities Committee and paved the way for the Hollywood Blacklist. It helped corporate lobbying groups convince Congress that unions had grown too powerful, violent and radical. This accelerated the passage of the Taft-Hartley Act of 1947, which permanently weakened the legal power of organized labor. Ultimately, a two-hour violent confrontation created the blueprint for corporate dominance that still influences American labor today.
