$3-billion for a gas turbine plant, $18-billion for a previously shelved hydro generating station, GHG emissions and impacts on the watershed be damned. Manitoba could roll out an awful lot of grid scale solar, wind + battery storage for that kind of money, and incrementally at that. Wab is con.
