If blue states, invented a method to withhold transfers to the IRS, we'd be in a much better negotiating position. Moneys transferred could be ( for instance ;-) dependent on payments made and programs continued, records maintained and aid distributed.
Says 
FYI: It's these blue states that generate 80% of the countries revenue.
