News these days fills me with dismay for the people of Iran. So much life, love and beauty remains uncaptured by Western (or IR) media. I hope to go back one day soon. For now, I can only see it through the eyes of Iran's own youth - breathtakingly talented, courageous, undeterred.

As we note in the piece, the move is flawed on several fronts: from a public health perspective, it has marginal to zero benefit for Canadians; from a global health perspective, it hampers WHO's efforts to lead a coordinated response; from a human rights lens, it amounts to clear discrimination. 2/4

Amid all the legal ambiguities regarding the withdrawal of Argentina and the United States from WHO, at last the WHA lands on some clarity - and takes a (wise) precedent-grounded stance, declining to accept withdrawal but placing these states in 'suspension' until they are ready to re-engage.

It will take a long time to come to terms with the passing of the remarkable, incomparable Brigit Toebes. My own time with Brigit was far too short. Even in that span, she left an indelible mark on me - as a scholar, teacher, colleague. This is a profound loss for the field and all who knew her.

It may be obvious but also worth restating: the chances of a PHEIC declaration on this are *very* slim. But the fact that we can even muster such an argument should be a warning sign to all of how out of hand things have gotten.

We lean on the WHO's International Health Regulations for unintentional” outbreaks, but the Regulations were written for an all‑hazards world. When political choices drive disease risk across borders, they’re not just bad policy, but a transnational threat to public health.

While I see PHECS as a vital assertion of regional agency, I caution that, without stronger legal and procedural safeguards, it could inadvertently reproduce the very fragmentation, opacity, and crisis-driven logic that have long plagued global health emergency governance.

I also take a critical look at the PHECS mechanism itself, noting how its open-ended legal basis and ad hoc criteria risk making future declarations vulnerable to shifting politics and personalities rather than clear, agreed rules
